Deal to nobble the MDM falters

The current aid dispute between foreign governments and the ruling Frente de Libertação de Moçambique (Frelimo) may affect how the 15 October elections are monitored, say critics of the donors. An exclusively Mozambican group composed of religious and other civil society groups, the Observatório Eleitoral (OE), has monitored past elections (AC Vol 54 No 13. However, donors are refusing to continue support for the body, we hear, for obscure reasons. The OE has a nationwide network that can field enough personnel to monitor all 14,000 polling stations. The fear is that whatever organisation may replace the OE, it is already too late to train observers and ensure the same level of coverage.
