Policy rethink

Projected growth rates of more than 5 per cent next year add fuel to the recovery

As the Sahel recovers steadily from the sad years of the early 1990s, major donors are rethinking their policies. The Organisation for Economic Cooperation and Development's Club du Sahel, at its 20th anniversary meeting in Gambia on 11-12 September, adopted a development blueprint for the next twenty years. Participants claim it will give Sahelian governments and non-governmental organisations more control over project aid, after what Club officials now euphemistically call the 'supply-driven' development process of the last two decades – project aid driven by donors rather than recipients.
