Somaliland has launched an aggressive effort to attract oil companies. At the African Oil Week conference in Cape Town last month, the Minister of Mining, Energy and Water Resources, Hussein Abdi Dualeh, wooed foreign oil and mining investors who, the government hopes, will not only develop Somaliland's mineral wealth but also improve the prospects of international recognition. The offensive will continue at the African Mineral Indaba, also in South Africa, in February.
