Inside the sealed envelope

A sealed envelope with the names of ten people judged by Justice Philip Waki's Commission to be the most important financiers and organisers of last year's post-election violence (AC Vol 49 No 22) is one of the few forms of pressure that former United Nations Secretary General Kofi Annan can still exert as a mediator in Kenya's political crisis. A year after Kenya's leading politicians signed a power-sharing accord, mediated by Annan on behalf of the African Union, there are signs that a dangerous inertia is developing.
