Another third term in Africa

Algeria’s 12 November constitutional amendment consisted of two main proposals: to remove the limit of two five-year terms for the president, and to change the title and role of ‘head of government’ into ‘prime minister’. The latter move seems to further strengthen the presidential hold as the new Prime Minister – who is the old Head of Government, Ahmed Ouyahia – is charged with implementing the president’s programme. The prime minister is now less answerable to parliament. The People’s National Assembly must vote on the government’s programme once a year and, even though its rejection by parliament means the premier must resign, that seems unlikely in Algeria.
