Good intentions meet reality

Private companies are sceptical about Tokyo's African enthusiasms as the slowdown hits their operations at home

Tokyo's promises to double aid to Africa by 2012 are being tested by international financial pressure on Japan's already feeble economy - and by domestic political troubles. Prime Minister Taro Aso and his Liberal Democratic Party (LDP) had pledged to meet the African aid commitments of the previous government under Yasuo Fukuda, but economic trends are militating against it.
