Policies, what policies?

The received wisdom on Nigeria's elections is that they are all about money and mobilisation. Despite sheaves of glossy manifestos rolling off the presses, acres of newsprint devoted to key issues and energetic televised debates, the election campaign risks being a policy free-zone. The development of two national juggernauts confronting each other – the governing People's Democratic Party (PDP) and the opposition All Progressives Congress (APC) – hasn't helped much. Certainly, Nigeria's 70 million-strong electorate won't be swayed by the debates on Keynesian monetary policy that take place in the recesses of the Central Bank of Nigeria (CBN). Votes are earned or lost in Nigeria by the outcome of policies.
