Embarrassing

Many African officials, United Nations officials and others, including the French government, are hoping the Organisation of African Unity changes its mind. On 11-12 February in Harare, the OAU's Central Organ ('security council') will consider the 1994 Rwandan genocide, the consequent Hutu refugee crisis in Zaïre and the killings during Laurent Kabila's overthrow of Mobutu Sese Seko. In an unprecedented move, and in the context of the OAU's new emphasis on transparency, Secretary General Salim Ahmed Salim will propose setting up an International Panel of Eminent Personalities to investigate events in the Great Lakes.
