According to Kabila's spokesman Lambert Mendé Omalanga Félix Tshisekedi proposed the dialogue but critics suggest that the switch in tactics is more about pressure and inducements from the presidency than a real change of heart in the UDPS...

Kabila's delaying tactics have not yet been accepted beyond Félix Tshisekedi and his allies...
