Killer floods

The National Summit on Africa in Washington on 16-20 February attracted several star speakers, such as United States President Bill Clinton and Organisation of African Unity Secretary General Salim Ahmed Salim, and some 2,300 delegates. Its aim was to push African issues up the foreign policy agenda. Yet the summit failed to resolve the problems of building a political coalition for Africa capable of matching other foreign policy lobbies, such as those on Israel or Latin America.
