Power cuts, job losses and an IMF deal show the limits of government promises of economic change

Almost every African country has its power crisis. Lack of electricity from Angola to Zimbabwe holds back economic growth, education and health services. In some states such as Ghana, the power crisis is at the centre of partisan politics, with oppositionists loading all the blame for the failures on to the government. Worse still for President John Dramani Mahama's government, power shortages are increasing amid a torrent of other problems: rising inflation and interest rates, falling economic growth and a weakening currency together with the threat of deep cuts in public spending and job losses.
