A test of everyone’s will

After 14 months of civil war, the two sides are in last-chance talks with the threat of international sanctions hanging over them

Talks between the Juba government and the Sudan People's Liberation Movement-in-Opposition, plus the group of former detainees, continued as Africa Confidential went to press. The two sides looked unlikely to reach full agreement by the 5 March deadline set by the mediators, the Inter-Governmental Authority on Development (IGAD). President Salva Kiir Mayardit and the SPLM-IO leader, Riek Machar Teny Dhurgon, met face-to-face for hours into the night in Addis Ababa on 3 March but failed to agree on key points. Meanwhile, the United Nations Security Council voted for targeted sanctions but agreed to suspend them while talks continue.
