Buyoya alone

Repression is not working; the Bujumbura regime is making new enemies

Major Pierre Buyoya has made a few gains. The triumph of Laurent-Désiré Kabila's forces in Zaïre has cut off from its usual bases the main armed opposition to his regime. On 16 April the neighbouring countries relaxed their embargo on trade with Burundi. But he is increasingly criticised by factions in his own government and by the Tutsi traders who should be his natural supporters. Despite the loss of their safe havens the Hutu guerrillas of the Forces pour la Défense de la Démocratie (FDD), led by Léonard Nyangoma, are fighting on.
