Military muddling

Divisions in his army are diverting Kabila from urgent economic and political issues

In early February the people of Goma, in Congo-Kinshasa, could hear the Rwandan artillery pounding away at Gisenyi, across the border. The fighting in Rwanda and Burundi constantly spills over into the Congolese provinces of Nord-Kivu and Sud-Kivu; the Armée Patriotique Rwandaise (APR) chases rebels into neighbours’ territory so often that people in Kivu call its men Soldats sans Frontières, a play on the better known Médecins.
