Fighting over peace

The faction leaders are getting more weapons but seem to be losing authority

The leaders of Mogadishu's three main factions are still trying to avoid a real peace settlement. Nearly three months after the Cairo agreement that was meant to bring peace, Ali Mahdi Mohamed, Hussein Mohamed Farah 'Aydeed' and Osman Ali Atto again put off the promised Baidoa conference, until 15 May. (They had previously postponed it from 15 February to 31 March). The Baidoa event is supposed to bring together virtually all factions (except for the Somaliland government), to decide on a government, parliament and transitional constitution - and to ask the international community to control the foreign aid which helps keep the warlords going.
