Moi's new coalition government, the first since 1963, is meant to scare the Kikuyu

The government's announcement of its new coalition took even some of its members by surprise. On 11 June, the radio announced that Raila Amolo Odinga and his colleagues in the National Development Party had accepted places in a government hitherto reserved for President Daniel arap Moi's Kenya African National Union. Raila himself caught the news first on the government's Kenya Broadcasting Corporation's lunchtime radio. The new Planning and National Development Minister, the NDP's Awiti Adhu, got off the Nairobi-bound bus in Nakuru, went to buy a snack and learnt from a waiter that he'd been made a minister. The ex-socialist detainee was delighted.
