African producers could be penalised in talks this week on the Framework Convention of Tobacco Control (FCTC) in Punta del Este, Uruguay, on proposals to ban additives in tobacco (see AC Vol 51 No 20). By removing certain additives from cigarettes, the need for burley tobacco may disappear since without them, burley tobacco is thought less palatable. As the world’s largest producer of burley, Malawi stands to lose its main source of foreign exchange, as well as the livelihoods of about 12% of its population.
