President Mugabe defies the agreement with the MDC while Morgan Tsvangirai ponders his declining power

Prime Minister Morgan Tsvangirai is staying away from cabinet meetings in protest at President Robert Mugabe’s move to extend the tenure of the ten provincial governors without consulting him. The 2008 Global Political Agreement (GPA) between the governing parties clearly provides for a split of four governors to Mugabe’s Zimbabwe African National Union-Patriotic Front (ZANU-PF), five to the Movement for Democratic Change-Tsvangirai (MDC-T) and one to Arthur Mutambara’s MDC faction.
