International and regional peacekeeping efforts fail to impress the belligerents

Surrealism is taking over in Congo-Kinshasa. Both President Laurent-Désiré Kabila and his armed opponents insist almost daily that there must be a peaceful resolution of their differences. But both sides are doing their best to wreck the mediation initiatives now on offer from would-be peacemakers in Africa and the West. The President, when urged to negotiate, calls for a 'national debate' whose terms he seeks to dictate and from which he excludes his some of his main opponents.
