A new cabinet finds presidential stalwarts adapting to multiparty democracy

'The Movement is dead! Long live the Movement!' This might have been a suitable refrain as President Yoweri Kaguta Museveni's new government went to work in Uganda's Eighth Parliament this week. Mzee, as commentators now wryly call him, was up to his old tricks: expanding the bureaucracy, distributing patronage, buying-off opponents, rewarding loyal cadres. The National Resistance Movement is surviving multipartyism.
