The UN is to test last September's anti-war crimes resolution in Darfur

As the plight of civilians in Darfur worsens, United Nations' troops may take over from those of the African Union later this year. Yet will they have the power to intervene militarily to protect civilians? The AU's first international troop deployment is hampered by the lack of a peace-keeping (let alone peace-enforcing) mandate and of the resources to fulfil even its limited monitoring mandate. That's why Sudan's Islamist regime wants AU rather than UN troops.
