A new report explaining why aid agencies fail in emergencies may still not help Burundi

Reluctance to act on clear warning signs of a catastrophe in Rwanda and a lack of political will by United Nations members are to blame for international donors' failure to stem the genocide, says a new internationally funded report. Its central conclusion is that 'Humanitarian action cannot substitute for political action' and calls for a complete change in the way donors react to 'complex emergencies'. It warns the same mistakes are being made again in Burundi.
