Italy is back in the Horn of Africa. The trigger was Romano Prodi's appointment as Prime Minister in May. Driving the revival (of which there are signs elsewhere on the continent, too) is the Under-Secretary (junior minister) for Africa, Aid and the Mediterranean, Rino Serri, a former Communist senator of 64 and veteran traveller in Africa and Eastern Europe.
