Chilling Chiluba

The ruling MMD's refusal to talk to the opposition may push politics out of control

From 31 October, President Frederick Chiluba's government is into extra time. A head-on political confrontation looms. Supporters of Chiluba's Movement for Multi-party Democracy maintain that they have the right to organise elections at any time in the next three months. They want the elections to be held under new rules which bar many opposition leaders from standing against Chiluba. Their plan is to face down the opposition, push the election through, use the advantages of incumbency to get a mandate (albeit tarnished) and then wait for their critics to get used to the idea.
