Baker's new brief

United Nations Secretary General Kofi Annan hopes former United States' Secretary of State James Baker, whom he appointed Special Envoy for Western Sahara on 17 March, has enough clout to break a five-year impasse. On 27 February, Annan presented a pessimistic report on the UN Mission for a Referendum in Western Sahara, created in 1991 to implement a six-month plan for a referendum. Three previous UN special representatives and over US$100 million have failed over voter registration.
