Fixing the forces

Foreign military assistance is piecemeal and has yet to be sorted out. Britain’s contribution, for instance, includes training an officer in England, along with one from Sudan. The root-and-branch reform which the the Sudan People’s Liberation Army (SPLA) needs is politically constrained on both sides, donor and recipient.
