An edited peace

Quick moves to a ceasefire; much slower ones on political and economic reforms

There are three reasons why the rebels of the União Nacional para a Independência Total de Angola will not go to war again against the Movimento Popular de Libertação de Angola government. The first two are well known: the killing on 22 February of Jonas Savimbi, creator of UNITA, whose ambition for absolute power at any cost drove the conflict; and the fact that the army had practically won even before his death (AC Vol 43 No 5). UNITA can never again seriously threaten a government whose oil industry could double its present 900,000 barrels per day in seven years.
