At first glance, Angola looks on the brink of peace again. Jonas Savimbi'sUnião para a Independência Total de Angola has formally disarmed; it has handed back to state control all but five 'sensitive'; locations from the near 70 percent of the country it once controlled; and it has sent most of its senior officials, including most recently Vice-President Antonio Dembo, to Luanda to lay the foundations for participation in peaceful politics.
