Kabila wants cash for polls

Kinshasa wants foreign assistance for the long-delayed polls but is unlikely to get it without some searching questions about fraud

The head of the electoral commission, Apollinaire Malu Malu Muholongu, is seeking foreign assistance in organising local and provincial elections. The United Nations has agreed to help draw up the electoral register but contributing governments worry that the polls could be fraudulent, like the general elections of November 2011 (AC Vol 52 No 22, Fears grow of poll delay). A Catholic priest and political scientist, Malu Malu was a controversial choice last June when he was picked to chair the Commission électorale nationale indépendante (CENI), which he had already headed in 2003-2011.
