Luanda cows Lisbon

Portugal appears to have succumbed to Angolan pressure to drop more investigations of top officials in Luanda. Last week, the Portuguese Central Investigation and Criminal Prosecution Department, the Departamento Central de Investigação e Acção Penal (DCIAP) announced it was closing preliminary investigations into two top Angolan leaders. They are the Vice-President and former state oil company boss, Manuel Domingos Vicente, and General Francisco Higino Lopes Carneiro, former minister, senior figure in the governing Movimento Popular de Libertação de Angola and businessman.
