Western governments seem unimpressed by the efforts of Foreign Minister Arthur Peter Mutharika, brother of President Bingu wa Mutharika, to persuade them to restore aid to Malawi. Concern escalated sharply after police shot dead 19 adults and children at a demonstration on 20 July. Peter Mutharika, who is being groomed for the presidency, made little progress in a London meeting with British Foreign Secretary William Hague on 17 October in healing the rift over April’s expulsion of Britain’s High Commissioner, Fergus Cochrane-Dyet, who’d described the President as ‘intolerant’.
