The Pinochet factor

Congo-Kinshasa President Laurent-Désiré Kabila was the first African leader to feel the effects of Britain's landmark ruling that Chilean dictator General Augusto Pinochet no longer enjoyed immunity for murders, kidnap and torture committed under his regime. The British court ruling opens the way for Pinochet to be extradited to face trial in Spain on charges that his regime murdered Spanish citizens in Chile and conspired to commit murders in Spain itself. And after the Arusha Tribunals on Rwanda, it also means the victims of human rights abuses and their families are better able to prosecute the perpetrators of those abuses.
