France and the Fund apply pressure

Critics say that Congo has never taken seriously the requirements of the International Monetary Fund and World Bank to improve governance, since France has been watching it more closely. Faced with the Denis Sassou-Nguesso system ­ a combination of violent repression of determined opponents and cooption of the more biddable ­ French officials appear to regard the current order as unreformable. The best they seem to expect is moderate technical progress in the management of public spending.
