In most regions the rebel forces are driving back Laurent Kabila's soldiers and their foreign allies. In southern Congo, though, neither side is advancing: on 12 April the rebels held Kasenga town, on the Zambian frontier, but in the Moba region they are in trouble. They are up against the Zimbabwean army, and their front has been infiltrated by two Hutu militias - from Burundi's Forces pour la Défense de la Démocratie under Jean-Bosco Ndayikengurukiye, and from the Interahamwé of Rwanda. Since 5 March the fighting has driven almost 20,000 people across into Zambia, where the World Food Programme handed out emergency food to refugees who had begun to steal crops from the local farmers' fields.
