Military options

At the height of this week’s violence in the Rift Valley, senior Kenyan politicians on both sides of the divide began discussing the possibility of a military intervention. Yet it would signify very different things for each side. For President Emilio Mwai Kibaki, it would involve shoring up the regime with state of emergency powers, a type of diarchy arrangement between the civil and military authorities to reimpose order across the country. For opposition leader Raila Odinga, who was gaoled for involvement in a thwarted coup in 1982, a military takeover and an interim administration to organise fresh elections might be the last resort if the violence spins out of control.
