Intelligence in a divided house

South Africa's intelligence services, police and army appear rudderless, with increasingly limited civilian or democratic oversight. Vusi Pikoli is the fifth chief of a security department to leave office in unusual circumstances. His predecessor, Bulelani Ngcuka, resigned after pitched battles with African National Congress leaders investigated by the Scorpions; Jacob Zuma still blames him for his current troubles.
