Political glitches hold up reforms

Fear of popular protest deters the government from cutting fuel subsidies and privatising state assets

Midway into his second term, President João Lourenço has spent more time trying to consolidate his grip on the ruling Movimento Popular de Libertação de Angola (MPLA) than supporting his economic reform team trying to protect national finances, cut poverty and diversify the economy under the 2023-27 National Development Plan. Due mainly to the vagaries of the international oil market, real GDP per capita shrank by almost 30% between 2015 and 2022. Youth unemployment approaching 60% is among the highest in the world.
