Merging the Department for International Development with the Foreign Office is more about opinion polls than policy substance

Prime Minister Boris Johnson's announcement that the Department for International Development (DFID) will be subsumed into the Foreign and Commonwealth Office (FCO) in September prompted equal measures of dismay from the development policy community and pleasure from most of his Conservative Party.
