Lousy legacies

President Obasanjo's good start is being threatened by poverty and ethnic nationalism

Street fighting over control of a local market in the old capital, Lagos, in late November, in which over 100 people have died, started just as President Olusegun Obasanjo's government was threatening another dissident area (in the poverty-stricken oil-producing states) with martial law. Obasanjo had been winning high marks for a return to constitutionality, anti-corruption campaigning and better economic policies but still had to deal with the legacy of 18 disastrous years of military rule.
