Kenya: Virtue unrewarded

Donors and investors are not backing Kenya's new democracy with the cash it needs

Since last December, when voters decisively rejected 39 years of rule by the Kenya African National Union, the victorious National Alliance Rainbow Coalition (NARC) has begun to do what it promised electors and what Western donors wanted and could never get from ex-President Daniel arap Moi's regime. A vigorous campaign to prosecute corruption is under way. There are long early-morning queues outside the Kenyatta International Conference Centre in central Nairobi, the venue for a judicial inquiry into the US$1 billion Goldenberg scandal (AC passim), where top officials of the former regime (including presidential son Gideon Moi) have been mentioned. Kenyan journalists publish investigative stories without fear of deadly assault from KANU party thugs or the police. Parliamentary debates are lively at last.
