Army reshuffles ensure ruling family dominance and install tough officers to deal with regional unrest

The mid-January reshuffle of the upper levels of the Uganda People's Defence Forces (UPDF)was a characteristically careful balance of tribal allegiance and political planning designed to prolong President Yoweri Museveni's control of both army and country. Out go many of the 'historicals', who fought in the 1980s Bush War, many of whom are fed up with Museveni's long stay in power. In come younger officers associated with Museveni's son, Major General Muhoozi Kainerugaba, who has been moved from the elite Special Forces Command (SFC) to State House. There, he will serve as special presidential advisor for special operations.
