Which foreign policy?

New diplomats and some new policies may help Pretoria's lack-lustre diplomacy

A much praised political transition, a President of unimpeachable moral authority, and a core of skilled and experienced diplomats should have given South Africa a dynamic foreign policy. So why is its diplomacy regarded as confused and ineffectual? Partly because of a major gaffe over Nigeria (AC Vol 36 No 23), smaller gaffes over Algeria and Morocco, and continuing indecision on China. But mainly because President Nelson Mandela's African National Congress-led government has failed to define any convincing new foreign objectives.
