Paul Kagamé has to watch the monarchists – now they are turning against him

Support for the government is shrinking as regional instability grows. After a wave of Hutu defections in the past year, there are signs of growing Tutsi disaffection. Tutsi form the backbone of the government which took power after the victory of the Front Patriotique Rwandais in July 1994. Several leading 'Hutu moderates' had left already. In August 1995, Premier Faustin Twagiramungu, head of the Mouvement Démocratique Républicain, resigned. His allies, Information Minister Jean-Baptiste Nkuliyingoma (MDR) and Interior Minister Seth Sendashonga (FPR), were immediately sacked. Then FPR member of parliament Théoneste Lizindé (Hutu) went into exile.
