Tragic contradictions

UN Secretary General Kofi Annan, who on the anniversary of the start of Rwanda's genocide raised the possibility of military intervention in Darfur, has been trying to galvanise the UN Security Council to act. But after the Council heard acting UN High Commissioner for Human Rights Bertrand Ramcharan describe Khartoum's 'scorched earth policy' and its 'repeated crimes against humanity' on 7 May, it still declined to condemn Khartoum, let alone begin planning for an international humanitarian intervention.
