The new regional governments are generating conflicts among rivals and with Al Shabaab. That looks bad for next year's elections

The ferocity of Al Haraka al Shabaab al Mujahideen's Ramadan offensive has obscured growing divisions among clans – and between them and the government – over the increasing number of regional entities. While Al Shabaab's attacks grab the headlines, the fighting in Dusa Mareb between the Somali National Army and militias of the Ahlu Sunna wal Jama'ah in early June, and in Garbaharey last week, was evidence of deeper and perhaps more worrying trends. The Sufi Ahlu Sunna and the SNA are supposed to be on the same side.
