President Idriss Déby Itno’s government has finally reached an agreement with the Chinese owners of the troubled Djermaya refinery. Discussions between the government, led by Justice Minister Abdoulaye Sabre Fadoul, and its partners, the China National Petroleum Corporation (CNPC), had begun a day earlier than planned, on 5 February. The talks succeeded and the government allowed the refinery, which had been shut down on 19 January, to reopen on 6 February. The basis of the initial agreement is that the majority CNPC-owned refinery will assure supplies for export and a minimum of local supply, which will take into account the modest income of the average Chadian. The President wants to keep his people happy with cheap petrol.
