Walter's woes

Walter H. Kansteiner III looks worried. The trigger for his troubles is his Sudan policy which has annoyed his White House mentor. Assistant Secretary of State for African Affairs Kansteiner is a consummate businessman: he cut his teeth as a cocoa and coffee trader and a founder of the Scowcroft Group. Many Washington Africanists find his approach unpalatable ­ including some in the foreign policy and defence establishment and Congress (especially Sudan veterans Frank Wolf and Donald Payne).
