The times they are a-changing for Japan's bureaucrats

Behind the Yokohama summit scenery, Japanese civil servants continued with their reorganisation. Key to this is the Japan International Cooperation Agency under its President, Sadako Ogata, the driving force behind the summit and the public diplomacy afterwards: she flew to the World Economic Forum in South Africa to explain the shifts in Japan's policy and its distinct ideas on development and growth. JICA will absorb the soft loan programmes of the Japan Bank for International Cooperation (JBIC), which will in turn be strengthened in its commercial activities.
