Civilian government wins praise for its democracy but blame for its lack of vision

President Olusegun Obasanjo ended his first year in office on 29 May much as he arrived, struggling on several fronts against outbreaks of ethnic, regional and religious violence that have their roots in the deepening impoverishment of Nigeria's 118 million people. Added to the myriad problems which threaten the country's latest experiment with civilian rule is the President's strained relationship with the National Assembly. Critically, that has undermined government action, especially on the budget, on poverty alleviation measures and on economic reform.
