Muddying Machakos

The gap widens between interpretations of last month's peace agreement

The Machakos Protocol, signed by the National Islamic Front government and the Sudan People's Liberation Army/Movement in Kenya on 20 July (AC Vol 43 No 15), does not mean what it seems to mean. With the next round due to open on 12 August for five weeks, the signatories are trying to persuade allies, real and potential, that their version is the true one. They disagree on basic principles. The widest abyss is between interpretations of 'self-determination', on which a referendum in the south was agreed.
